Rick Tucker grew up in Independence, Missouri then attended Park
University in Parkville, Missouri. After graduating, he worked cleaning
carpets and volunteering in soup kitchens and youth programs in the
Kansas City area.
After another five years had passed, and while riding to the
hardware store with his father, Rick’s dad relayed a story about how
a lawyer had gotten them through a really tough spot when Rick was
just a little boy. Rick’s dad told him, "if you really want to help
anyone, you have to have the education to help them." At that moment
Rick decided to become a lawyer, and a year later he was in Law
School.
In 1991, with law license in hand and shortly after their first
child was born, Rick and his wife, Karma, were looking for a home in
a peaceful semi-rural area to raise their family, and chose Randolph
County, Missouri. That year Tom Marshall hired Rick into the Public
Defender’s Office where Rick was allowed to go before dozens of
Judges and where Rick slowly built an expertise in every aspect of
criminal law. During the next twelve years Rick’s expertise came to
include every phase of every type of property crime, drug crime, sex
crime, and violent crime including several first degree murder
cases.
Eventually Rick left the Public Defender’s Office. With his four
daughters active in the Moberly School District Rick didn’t want to
interrupt their education or their friendships, but there were
already several lawyers in Randolph County so Rick opened a law
office in Macon. During the following three years Rick focused on
Special Prosecutor cases and everything that happens in Associate
Court. This was particularly easy because approximately 80% of
Associate Court duties benefit from a very expansive and accurate
knowledge of criminal law.
Among the many community service activities that Rick supported
while in private practice is the Randolph County Drug Court program.
Judge Scott Hayes had arranged for Federal Training to address
problems in Randolph County relating to illegal drug use, but the
"Drug Court Team" needed an attorney with criminal law experience
should a participant need legal advice. Judge Hayes contacted Rick
who agreed to provide that free service if it should ever be needed.
Rick then followed through with the Federal Training Programs in
South Carolina and later in Florida. Rick is now working to acquire
Federal Drug Court Training for Macon and Shelby Counties.
Rick has committed his life to service, from simple things like
donating over 5 gallons of blood (obviously over many years) to
taking 5 different groups of Boy Scouts to Philmont Scout Ranch in
New Mexico (also over many years). In Court, he understands that
some people need forced intervention to straighten up their lives,
while others feel immense remorse just by knowing they have done
something that requires the time of the Court personnel. Rick
understands that even the seemingly small decisions of a Judge can
have an impact on lives.
