This particular plate is being labeled as suspect until final verification can be determined. A series of problems can be found with this plate.
It is always possible that an unknow variant might surface. This looks to be a dug, copper plate. The CSA embossing looks to be hand hammered. Has had a "frog leg" type attachment hook aplied, and they are incomplete.
Until the plate can be determined to be genuine or bogus, it will remain as "suspect".
