School Improvement Plan

 

I.                   Description of the Planning Process

 

On June 10, 2004 and monthly, an Advisory Committee was formed and met monthly to evaluate the Comprehensive School Improvement Program.  Members of the panel include:

Cameron DeGraff, Kristen Ensor, and Heidi Davis—Student Representatives for the new year. 

 

The community and school population contains a minority population of less than one percent.  The community and school population presently does not contain any speakers of English as a second language or non-English speaking individuals.  The economy of the community is stable, predominantly supported by agriculture and agriculture-related industries.  A large number of families commute to jobs outside the area that are manufacturing or office related.  The panel is representative of the community and school population in regard to these factors.

 

At the panel’s first meeting, Mrs. Hall was designated as the chairperson of the group.  A mission statement was discussed along with beliefs, strengths and concerns, and goals for the Holliday C-2 School.  Future meetings of the group will be scheduled on a monthly basis held immediately before the School Board Meeting.  Steps in the planning process have included: identify improvement goals, identify strategies, identify specific measurable objectives, and identify a set of action steps.

The Holliday C-2 Advisory Council will include representatives from upper and lower elementary who, along with the administrator, will help oversee the implementation of the plan in their areas.  The Comprehensive School Improvement Plan will be a single, written comprehensive plan for the district and will be revised and in place on or before January 1, 2005.  It will meet all the requirements of the Missouri School Improvement (MSIP).  An on-going, dynamic process will maintain the structure of the plan. 

 

The group will meet repeatedly during the 2004-2005 school year.   The goals and objectives have been reviewed by the teachers during a series of meetings in September of 2004.   A rough draft will be presented to the Advisory Council on October 14, and a final draft presented on November 11.  The Advisory Council will be providing the CSIP plan to the School Board of Education. 

 

Incorporating Broad Based Community Participation in Plan Implementation

The Advisory Council will meet on a monthly basis.  Representatives from the upper and lower grades will be designated annually who will aggregate assessment and implementation data and report the information to the Advisory Council to inform the team of progress being made on established goals.  The team will consist, minimally, of the administrator, the teacher representative, and one member of the school support staff, a district patron, and parents representing upper and lower grades, respectively. 

 

Annual Evaluation by the Advisory Council

A report by the Advisory Council on the progress toward meeting the goals of the plan will be made annually to the Holliday C-2 School.  The Advisory Council will make up-dates to the plan in the form of adding new goals and deleting accomplished goals at this time.  The report of the Advisory Council and resulting Board action will appear in the minutes of the School Board Meeting and will be presented to the media for public dissemination.   Other vehicles such as school newsletters may, likewise, be utilized for this purpose. 

 

I.                   Mission Statement:

The Holliday C-2 School believes that education is the commitment of the community, parents, students, faculty, and staff.  Our mission is to provide learning opportunities and role models that encourage building of strength and character. 

 

II.                Beliefs:

All students can learn.

Quality education is the responsibility of every citizen.

We are responsible for guiding and motivating students in achieving their potential.

There is dignity and satisfaction in work.

Every person is responsible for self and others.

The family is a fundamental part of education.

A commitment to anything other than excellence for students is an injustice. 

 

III.             Internal/External Factors

 

A.    Internal Analysis

Several resources for district information were used to provide material for the group.  A review of test results showed that students scored at the met level in Math, Reading, Science, and Social Studies for the last 4 years. Reading Proficiency at the 3rd grade level has decreased or stayed the same for 4 of the last 5 years.  Reading Proficiency at the 7th grade level has been at a high score for 4 of the 5 years.  SAT 9 scores are at or above grade level for each classroom in reading.  Individual students’ scores may be below grade level.  Attendance was at the met level in four of the last five years.  The Students High School G.P. A.’s are above the other district averages on four of the five years.  The High School students report being adequately prepared and able to progress through High School.  

B.     External Analysis

The district’s enrollment has stayed pretty constant over the past 5 years and projections indicate that it will remain about the same.  Overall, Northeast Missouri is losing population.  As requirements by the State continue to change, the district will need to keep abreast of them through securing appropriate personnel and materials.  Technology advancement in today’s society mandates that the district update and address its current technological offerings. 

 

IV.              Objectives (Goals)

1.     Reading scores on standardized tests will be at or above grade level for all grades.

2.     The Holliday students will score in the proficient or advanced levels on all areas of the MAP scores or at or above grade levels on other standardized tests.

3.     100% of the graduates of Holliday School will complete a program of studies at the High School level.

4.     95% or more of the parents of Holliday School students will participate in teacher conferences. 

5.     The district will use up-to-date technology as a tool for learning with all the students.

6.     Holliday C-2 School facilities will be maintained and expanded to provide a modern, clean, and safe environment for students, staff, and patrons and will make the building handicap accessible.

7.     The Holliday C-2 School library will be sufficiently equipped and furnished, and there will be a plan to meet state standards.

8.      Holliday C-2 School will provide Preschool education to students to make sure that the students are ready to come to school with the sufficient skills to be successful.
